rule applies to all contracting work performed on all customer-owned electrical
distribution and transmission facilities in New Mexico, on or after July 1,
2004, that are subject to the jurisdiction of CID, unless performed pursuant to
a permit for which an application was received by the division before that
date.

14.10.5.8 ADOPTION OF THE 2007 NATIONAL ELECTRICAL SAFETY CODE:
A. This rule adopts by reference the 2007
national electrical safety code, as amended by this rule.
B. In this rule, each provision is
numbered to correspond with the numbering of the 2007 national electrical
safety code.

14.10.5.9 SECTION 1. INTRODUCTION TO THE
NATIONAL ELECTRICAL SAFETY CODE.

Purpose. See this section of the
NESC and add the following new subsection:
E. Electrical customer-owned distribution systems are subject to the
NMESC. Customer-owned distribution
systems include all (non-utility owned or operated) overhead or underground
primary or secondary voltage electrical power line construction, installation,
alteration, repairs, or maintenance.
